It was anticipated that it would take the Titanic a week to sail from Southampton to New York, meaning there would have been plenty of leisure time for the passengers on the ship.
This was the reading and writing room, where people would have been able to lounge around during the days. Every aspect of the RMS Titanic was designed to be grand, including the common rooms where passengers could spend their downtime. Just look at those chandeliers!
