When the show first aired, Barney Fife and Andy were written to be cousins with each other. However, the writers eventually decided that it would be better for the show if the two characters were just friends and had no familial relations. In all honesty, it would have been a little suspicious had both the police officers been from the same family. It would seem to be quite a nepotistic (and possibly corrupt) police department.
