Clare felt like Mrs. Duncan’s words were totally out of line. Telling someone that what they wear causes other people to have impure thoughts isn’t a far stretch from telling someone that they are to blame for dressing inappropriately and that is why they would got sexually harassed.
The school clearly holds by the idea that the responsibility for a man’s thoughts and actions lies with Clare and every other woman who does not meet their standard of ‘appropriate.’
