Actor Gary Sinise, who played the role of Lieutenant Dan (we can almost hear Forrest yelling for him now), had his legs wrapped in a special fabric that was painted blue so that later in the editing and effects stage of the production.
This was so his lower legs could be removed digitally from the frame so as to make it look like his legs were not there as per his character. This was basically their form of a green screen for his legs at a time when technology was not as advanced as it is today.
