Evil people seem to have evil thrust back upon them, so we can only assume that the person in the boot upset the universe in some way or another. Maybe they stepped on an ant.
Maybe they didn’t help a little old lady cross the road. In response, the universe not only gifted them with an injured foot, but they also decided to rub their situation in with this hilarious fortune cookie. Of course, the person probably didn’t think it was funny, but we certainly do.
