Dr. Sam Owens replaced Dr. Brenner at the United States Department of Energy. Although he is as stubborn and devoted as his predecessor, he takes a hard ethical line. He abandons the abuse Dr. Brenner employed and he genuinely cares about his team and subjects. When Nancy and Jonathan confront him about his lab and practices, rather than ridiculing and attacking them, he asks them for help. He later meets his match in Joyce and the two work together to defeat the Monster.
