Anyone who is responsible for designing streets, buildings, or parks will tell you that if you want water to drain anywhere, the drain itself simply has to be placed at the lowest place in the room.
That way, water can freely flow to it to enter the pipes below. Unfortunately for this soggy park, it looks like the drain was actually placed in the park’s high ground. That means that all the water that floods up lower areas simply has nowhere to go.
