Speaking of taking inspiration from the past, there was actually a real reason that the producers decided to make Happy Days take place in Milwaukee.
It turns out that producer Tom Miller grew up in Milwaukee, and he also felt that the majority of the American public would be able to relate to the show if it took place in a Midwestern city. Considering the show ended up being a massive success, it seems that his idea worked.
