When there’s a gadget in the office that requires a lot of technical skill to use it, you don’t want everyone else messing around with it. We’re assuming that this machine isn’t actually that hard to use, but if something goes wrong with it, you want someone who knows what they’re doing to sort it out.
Unfortunately, that person wasn’t at their desk when the problems started happening, which made their note entirely redundant. At least the person needing help informed them of this before they started pushing LOTS of buttons.
